One part of these killers’ strategy, as attested to by analysis of their public pronouncements and the testimony of former adherents or captives, is to create division. One of the operational goals of their attack on Paris is to create a backlash against all Muslims in order to prove their claim that coexistence is impossible and to establish their legitimacy as the true caliphate and only viable home for Muslims. Is there a risk to accepting refugees? I expect there is, but ensuring the continued viability of free and open societies will always require risk. This is an ideological contest. We should confront these vicious thugs militarily, but our most effective strategy is to simply prove them wrong; to demonstrate that our values are superior and that they require superior courage.
