Vacant since 1988, former Bellingham JCPenney building eyed for residential, retail development
BELLINGHAM, Wash. -- Bellingham city leaders are considering a public-private partnership that would redevelop the long-vacant former JCPenney building on Cornwall Avenue and make downtown "the heart of our city" once again. According to a news release from Mayor Killi Linville's office, the building at 1314 Cornwall Ave. would be converted into a mixed-use residential, office and retail development.
