Manager of Safety Issues Final Discipline Decision Manager of Safety Charles Garcia announces no discipline for sheriff deputies Manager of Safety Charles F. Garcia announced today that no discipline would be imposed upon the five members of the Denver Sheriff Department who were the subject of an internal investigation into the in-custody death of Mr. Marvin Booker at the Van Cise-Simonet Detention Center on July 9, 2010. Previously the District Attorney’s Office reviewed the criminal investigation into the death of Mr. Booker and concluded that no criminal charges would be filed against any of the sheriff deputies involved in the incident. Manager Garcia conducted a review of the internal investigation to determine if there were any violations of policies or procedures by the Denver Sheriff Department. The review and investigation was conducted on multiple levels and was overseen by the Office of the Independent Monitor. As the civilian authority of the Department of Safety, Manager Garcia reached this decision at the conclusion of the established discipline process.
