NEW SENTENCE: Killer Convicted As Teen
A woman convicted of killing a University of Northern Iowa librarian in 1993 will now have a chance for parole. Ruthann Veal was 14-years-old when she stabbed Catherine Haynes 23 times. KWWL reports the judge gave Veal the option for parole Monday. The new sentence was imposed based on a 2012 U.S. Supreme Court decision that a mandatory life-without-parole sentence is unconstitutional for children under the age of 17.
