Hanasaki is easily more underrated than Ishizu because Ishizu is usually rated pretty well, she gets at least as much fanart as characters like Mai, who arguably has more screentime.

this is so funny. yes, ishizu deserves only the highest ratings, but no one knows who hanasaki is. he isn't even in the forgotten superniche adaptation with the other early manga characters nobody knows about. it's definitionally impossible to be more underrated than hanasaki because he has no rating. his rating is N/A out of 5 stars (0 reviews).

Season 0 you can argue is underwatched but it's not underrated. Nearly everyone who's seen it likes it and it's gotten quite a lot of albeit somewhat belated attention over the years. Zexal meanwhile is still hated by early series purists and put near the bottom of a lot of series rankings. Zexal is less liked than season 0 and I find it, and by extension its characters, underrated. Heck, even among Zexal fans, Tori isn't well liked, it's so common to see her disliked for being "useless" or "annoying" so even among the small margin of Zexal fans, there's an even smaller amount of Tori fans. She has less fans than Miho and because everyone votes for their favourite character on these polls, she's probably going to receive fewer votes. But despite that, I'm going to go down stabbing and explain why I'm voting for Kotori.
I'll be honest, my love for Tori's character didn't start with the show: it started with Duel Links. I remember randomly playing on Zexal world and unlocking stage ten, where it played a short story of a mysterious duelist on the warpath who was going around defeating everyone in their way. I guessed it was Tori from the silhouette and was still a mix of impressed and amused that she became a great, ruthless duellist just to hunt Yuma down and confront him for abandoning her. I disliked Tori at the time but this made me respect her. It's just so damn funny: becoming a great duellist just out of spite.
So I decided to build Tori the most OP deck I could to continue her path of destruction. And from what I've seen of the Zexal events, that's exactly what she's continued to do canonically as well. She started duelling out of spite and kept duelling to face off against the Barians, even enduring Quinton's tough training because she recognized that her duelling had room for improvement and wanted to be able to defend herself against the Barians. And I think that above all is what makes her a strong character: being able to recognize her faults and grow from them. Looking back on it, I think that's why I've latched onto her so much. I recognize my faults but I beat myself up over them and struggle to improve or move forward. Tori though? She doesn't let that stuff weigh her down, she still manages to be positive and happy and supportive. And able to call people out on their bullshit. She's not weak at all, I think for all these reasons she's one of the strongest characters in the series. I honestly admire her. And she has my vote.
