In their defence they aren't ordinary sized Transformers, they're Micromasters (The Decepticon Air Strike Patrol) so are only about... what? 10 feet tall? That's easy enough to confuse with ordinary human, right? (If you're ordinary humans are a basketball team in platform soles)
As for how they got through metal detectors. It's only the passengers that need to go through the metal detectors at an airport... not the planes!
Though Zarak there is revealed as wearing his headmaster armor under that suit in the next issue.
They must have stopped on Gallifrey to pick up that suit on the way from Nebulon.

Its fun and its kind of a natural evolution of the character.
Like the original Mr. Mxysptlk was based on the Looney Toons cartoons of the 30's and 40's.
But they haven't really made those kind of cartoons for years. You know what they make a ton of? Anime.
So making Mr. Mxysptlk look like a DBZ OC just makes a lot of sense to me.
