As far as I know, yes. Genndy imagined it as a way to finish the story properly.
However, he did say there’s a 50 year gap between the ending of season 4 and beginning of season 5 and that it has potential to tell more stories. I don’t think it would be necessary to drag on Jack’s story for too long, so I’m fine with season 5 being the end, but there’s spin off potential and the potential to expand the setting. That would be cool, as the world of the show is very interesting and could have more stories to tell, not necessarily including Jack.
