Iman Hadieh was standing outside a bar smoking with some new friends on the evening of October 6 when the police cars came. It was about eight young black men, and her, a woman of Palestinian origin who describes herself as white.

“I can’t tell you how many vehicles descended upon us because it all happened so fast,” she said. The cars were unmarked. But she knew it was the cops when they jumped out in black vests and hats, some with their guns drawn, she said. Some she didn’t see jump from their cars, but they appeared instead to come out of nowhere. She estimates there were 10 or 12 officers in all. Two witnesses who live on the block confirmed seeing a group of about 8 people lined up against a wall and frisked. They did not see the initial jump-out and could not confirm whether officers had their guns drawn.

Before Hadieh could take in what had happened, the officers were in their faces, touching and prodding the young men she was standing with near the corner of 14th Street NW and Parkwood Place in Washington, D.C. The men fell into line, signaling that it wasn’t their first time the police had jumped out at them. But as a light-skinned woman, it was hers.

“I knew they were ‘police’ per se, but they weren’t moving, talking or behaving in any way like police usually do,” Hadieh said. “It was highly tactical and organized, very militarized.”

  • Assassin’s Creed III: Liberation: A historical action-adventure open world stealth video game developed and published by Ubisoft. The game features the series’ first female protagonist, Aveline de Grandpré, an African-French Assassin around the end of the French and Indian War, in 18th century New Orleans and Chichen Itza.
  • Expeditions: Conquistador: A squad-based tactical role-playing game developed by Logic Artists and released by BitComposer in May 2013. The player takes the role of a Spanish conquistador leading an expedition to Hispaniola and Mexico in 1518 to 1520.
  • Red Dead Redemption:  An open world, western action-adventure video game, set during the decline of the American Frontier in the year 1911, following John Marston, a former outlaw whose wife and son are taken hostage by the government in ransom for his services as a bounty hunter.

Warfighters in aircraft, on ships and in ground vehicles have benefited tremendously from technological advances in recent decades, with advanced capabilities ranging from real-time situational awareness to precision armaments. But many of these benefits depend on equipment with substantial size, weight and power requirements, and so have remained unavailable to dismounted infantry squads who must carry all their equipment themselves.

DARPA’s new Squad X Core Technologies (SXCT) program aims to address this challenge and ensure that dismounted infantry squads maintain uncontested tactical superiority over potential adversaries without being overburdened by cumbersome hardware. The goal is to speed the development of new, lightweight, integrated systems that provide infantry squads unprecedented awareness, adaptability and flexibility in complex environments, and enable dismounted Soldiers and Marines to more intuitively understand and control their complex mission environments.

SXCT plans to explore four key technical areas:

  1. Precision Engagement: Precisely engage threats out to 0.6 mile (1,000 meters), while maintaining compatibility with infantry weapon systems and without imposing weight or operational burdens that would negatively affect mission effectiveness

  2. Non-Kinetic Engagement: Disrupt enemy command and control, communications and use of unmanned assets at a squad-relevant operational pace (walking with occasional bursts of speed)

  3. Squad Sensing: Detect potential threats out to 0.6 mile (1,000 meters) at a squad-relevant operational pace

  4. Squad Autonomy: Increase squad members’ real-time knowledge of their own and teammates’ locations to less than 20 feet (6 meters) in GPS-denied environments through collaboration with embedded unmanned air and ground systems

Project CQB (temporary title) is a super cool bullet-time squad tactics game that pits one squad against another in isometric battle zones where positioning and line of sight are critical.

Battles are remarkably fast paced for a game that takes place in slow motion – with matches usually lasting less than a minute.  Not quite a turn based tactics game and not quite an RTS, but a unique and enjoyable combination of the two – a BTS (Bullet Time Strategy).

The Illinois Tactical Officers Association (ITOA) is holding its 29th annual conference, a five day long SWAT training and weapons expo. This year, the ITOA conference is taking place October 9th – 13th at the Stonegate Conference and Banquet Center in Hoffman Estates, Illinois, just one hour outside of Chicago. The Chicago Police Department has a history of collaborating with ITOA for tactical training, and ITOA has a long-standing relationship with the Cook County Department of Homeland Security.

ITOA promotes its use of military tactics with toxic racism and Islamophobia. Their keynote speaker this year will be anti-Muslim bigot and Fox News regular Dr. Sebastian Gorka, a self-proclaimed counterterrorism expert who has served in an advisory role to countless government and military agencies, from the CIA to the Office of the Secretary of Defense and the Commandant of the Marine Corps. The conference will train local police and EMTs to operate “like tactical squads in the military” and incorporate “new data and surveillance technology” in their work, directly contributing to racialized law enforcement violence against communities of color in the Chicagoland area.

While Chicago is still reeling from budget cuts that have resulted in the closure of over 50 public schools, mental health clinics, and severe cuts to social services, the city spends over $4 million a day on the Chicago police alone. ITOA is directly involved in training and arming those police, even using empty school buildings as training grounds for Cook County officers.Weapons manufacturers from around the world also use ITOA to sell military-grade equipment to local police forces–equipment that shocked the country when it was deployed against civilians in places like Ferguson, Minneapolis, and Baton Rouge (and is used regularly by repressive governments such as Israel).

As part of the growing movement against policing, we call for the immediate cancellation of the 2016 ITOA Tactical Training Conference. We also call on Cook County Board President Toni Preckwinkle to end Cook County’s relationship with ITOA. Join us in demanding an end to ITOA’s training of law enforcement and EMTs from around Cook County and the Midwest in SWAT tactics. We demand that Cook County and the City of Chicago prioritize spending for human needs, including mental health care and education – not militarization and violence.

Mixed-gender teams come up short in Marines' infantry experiment

The Marine Corps’ data findings included the following:

  • All-male squads and teams outperformed those that included women on 69 percent of the 134 ground combat tasks evaluated.
  • All-male teams were outperformed by mixed-gender teams on two tasks: accuracy in firing the 50-caliber machine gun in traditional rifleman units and the same skill in provisional units. Researchers did not know why gender-mixed teams did better on these skills, but said the advantage did not persist when the teams continued on to movement-under-load exercises.
  • All-male squads in every infantry job were faster than mixed-gender squads in each tactical movement evaluated. The differences between the teams were most pronounced in crew-served weapons teams. Those teams had to carry weapons and ammunition in addition to their individual combat loads.
  • Male-only rifleman squads were more accurate than gender-integrated counterparts on each individual weapons system, including the M4 carbine, the M27 infantry automatic rifle and the M203 grenade launcher.
  • Male Marines with no formal infantry training outperformed infantry-trained women on each weapons system, at levels ranging from 11 to 16 percentage points.
