Add the soy sauce, honey, oyster sauce, beef stock, water, Sriracha and pepper to a bowl and whisk together. Set aside. Heat the oil in a skillet and add the onion and garlic. Saute for about 1 minute. Add the steak for 1 additional minute and then remove the beef and veggies to a plate. Add the sauce to the skillet and heat for a few minutes before returning the beef and veggies to the pan. Heat together for several minutes and serve.
