Swedish Housing Subsidy Won't Help Shortage, Builders Say

Sweden’s plan to subsidize housing construction will do little to solve the apartment squeeze in the major cities that has economists warning of a property bubble, according to the Swedish Construction Federation, which represents more than 3,100 companies.

The government plans to introduce investment support of 3.2 billion kronor ($380 million) a year for construction of rental and student apartments. It targets 250,000 new homes to be built by 2020 and hopes its backing will be used as partial funding for 15,000 new rental flats a year.

“It’s difficult to see that the government will reach the target with the measures that it’s planning,” Bjoern Wellhagen, head of industrial policy at the Construction Federation, said in a phone interview. “The investment support won’t add anything to that picture.”

The subsidies are more likely to be used outside of the growth regions of Stockholm, Gothenburg and Malmoe because of limits on what can be charged in rent, according to the federation. Sweden’s population is increasing and a rising urbanization is boosting demand particularly in the biggest cities.

According to Wellhagen, Sweden needs to loosen regulations for housing construction, increase mobility and make sure that those who lack capital can more easily enter the housing market.

Factors driving housing demand are mainly households’ financial assets, taxation of property and capital gains, mortgage rates and employment, according to Wellhagen.

“None of these factors are changed because of the investment support.”

Jemena Weighs Bid for A$1 Billion EnergyAustralia Gas Plant

Jemena Ltd., the energy distributor controlled by State Grid Corp. of China, is weighing a final bid for EnergyAustralia Pty’s Iona gas storage plant.

Jemena is looking for opportunities to expand its business and is examining the Iona facility, as well as other options in the energy industry, spokeswoman Rebecca Harrison said in an e-mailed response to questions. It hasn’t yet decided whether to make a final offer, Harrison said.

The gas storage plant, which may fetch more than A$1 billion ($720 million), has also drawn interest from other suitors including Australian pipeline owner APA Group and fund manager QIC Ltd., according to people with knowledge of the matter. Final bids are due around the end of next month, the people said, asking not to be identified as the information is private.

EnergyAustralia’s owner, Hong Kong-based CLP Holdings Ltd., is selling assets and shifting attention to other markets after saying in February it faces “extremely challenging” conditions in Australia. Lazard Ltd. is advising it on the sale, the people said.

Australia’s competition regulator has asked for comments on APA’s intention to purchase Iona by Aug. 26, and it is expected to decide by Sept. 30 whether APA can proceed. The Sydney-based company owns a liquefied natural gas storage facility at Dandenong, southeast of Melbourne, which supplies gas to Victoria state during peak demand in winter.

The Iona plant, located in Victoria, has storage capacity to supply as much as 500 terajoules of gas per day, according to EnergyAustralia’s website . The facility is used by energy companies to store gas during periods of low usage, which can then be distributed by pipeline to supply markets around Melbourne and Adelaide when demand is high.

Jemena owns more than A$9 billion of Australian gas, power and water distribution assets and supplies millions of homes and businesses, its website shows. State Grid, China’s largest power distributor, owns 60 percent of the company, with the rest held by Singapore Power Ltd.
