Is there a way to get into Touken Ranbu without playing the game, or is the game too character/plot/dialogue heavy where you would have to otherwise you miss too much?
You can definitely get into Touken Ranbu without playing the game.
The wikia have all the transcribed canon dialogues and narration text, as well as translations. Plus voice clips on the relevant pages. So at most you would have to spend some time reading pages and learning about the swords you’re interested in.
Fortunately, the game is light on plot until about… you unlock the Kebiishi or reach World 6? Early game is rather light until you start reading the Kebiishi pages and read the Ikedaya mission information.
At most, you’ll miss out on understanding gameplay related jokes like sword rarity or grinding for X, and the sense of gameplay achievement like finally getting an event sword.
