You need to understand the concepts of decantes and degrees of the ascendant. If your Ascendant falls in the first 10 degrees of a rising sign then your ruler and co-ruler are the same (basically like a very strong chart ruler.) This is because the first 10 degrees of any sign is ruled by it’s own ruling planet (basic knowledge.)
If the ascendant falls in the 10.01-20 degree range then your co ruler is the planet that rules the next sign in the element of the same family as the ascendant. For instance if your a Cancer ascendant at 15 degrees you look to the next water sign which is Scorpio. Scorpio is ruled by Pluto so Pluto becomes your chart co ruler and rules 10.01-20 degrees of Cancer Rising (The more nurturing or obsessive cancer ascendants).
The third possible scenario is between 20.01 degrees and 30 degrees. What you do here is look at the furthest element and the 3rd in the series of shared elements. So if the Cancer Ascendant is at 25 degrees then we see that the furthest sign with the shared water element is Pisces. Pisces is ruled by Neptune and Neptune becomes the chart co-ruler (The more imaginative cancer risings.)
