Is there actually a bad Steven Universe episode, one that is just hated by everyone?

imo, its pretty rare to find any show that has an episode that’s “hated by everyone”. Usually an episode will be liked by a number of people even if popular opinion is to dislike it. Folks tend to go “everyone hates [episode]” only when they themselves also hate it. It’s a lot easier to erase the fact that people like the episode and just state is as fact that everyone hates it “because its bad”, than to accept that you’re not going to like everyone episode and that its not necessarily because of the quality (in fact, I think people in general assume whether or not they like something has to do with the quality of it rather than their personal likes/dislikes). But admittedly this is just a pet peeve of mine because all too often in fandoms something will be considered something “everyone hates” that I actually really like. Then of course, if something is popularly hated, then people prejudge it and go into it already hating it or, if they like it, they’re apprehensive to admit it lest they come under fire (depending on how aggressive the given fandom is). But I digress.

Numbers-wise, the lowest rated episodes on IMDb are “Gem Glow” and “Say Uncle” with 6.9 (followed by “Keep Beach City Weird” and “Watermelon Steven” at 7.2).

Fandom response-wise, by my observation, I’d say “Say Uncle” is the most polarizing episode, with a large number of people who really love it and a large number of people who really hate it, and relatively few that are just middling on it. After that, “House Guest” would be the episode I’d say has more people who dislike it than most other episodes.

But as I’ve said, just because a number of people dislike it doesn’t necessarily mean its bad.
