For people without mobile devices but with a Google account (or possibly an iTunes account, not sure there), there is the BlueStacks emulator. I used it, PrintScreen, and Photoshop to take the above snapshots from the Combiner Wars mobile app. However, after either enough time or enough uses, it asks to either pay monthly or download “recommended paid apps”. I chose the latter, but didn’t actually notice if it downloaded anything.

If you aren’t interested in long-term mobile emulation, you might want to just use it to vote and then get rid of it. (If you have trouble getting rid of it, there’s always the Revo uninstaller.)
