Pondering: Why isn’t there a city elf mafia?

As historical entities, mafias and organized mobs tend to pop up in locations (usually cities) where there is a sub-population whose needs are not being met by the official government. They fill the role of a sub-government, providing food, medical care, and security to communities in exchange for the support of those communities; eventually they grow to claiming relevant slices of territory as their own miniature countries, enforcing borders and regulating trade (usually trade of items that are not being regulated by the official government.)

We even see this behavior a bit in DA2, as with the Dog Lords filling this role for the Ferelden refugee population in Kirkwall.

The city elves certainly meet all these criteria. So, why is there no City Elf Mafia?

The Hurrian Hymn to Nikkal is the oldest surviving song in the world. It dates back to 1400 BC and was found in the Syrian city of Ugarit. The beautiful composition was a hymn dedicated to Nikkal, the Phoenician goddess of orchards whose name means  “Great Lady and Fruitful.”
