It’s said twice, meaning it’s said in a tense scene, with lots of feelings and adrenaline.
And we know from the official summary of the episode that, before being contacted by Mickey, “Ian tries to deal with the fact that Mickey is out of prison”. So he doesn’t know Mickey’s gonna contact him for sure. Why would he? He could just run away, as far as possible from where they’re looking for him.
What if it’s Ian who says the line, after he’s kidnapped, during their reunion, and he means it like “I knew you’d come, I knew you wouldn’t just escape from jail. I was waiting for you, I just knew you would come for me.”
