Translation: Pacheco has arrived, meaning it’s getting chilly or cold.
Example: I wish I would have brought my sweater, I didn’t realize that Pacheco has arrived!
Note: According to popular mythology my husband has heard, a flower seller named Pacheco lived on the Avila, which are the mountains surrounding Caracas. He’d come down from the mountain when it would get cold, and everyone associated him with “winter” (winter in a tropical country, of course). I didn’t know about this saying until I started doing this blog, but I used to call my husband Pacheco (we have random nicknames for each other, and some I just make up—or thought I did at least).
