Mr. Blue Sky manifests as a lanky blue humanoid with vertically slitted eyes and a large hooked beak-like protrusion in place of a nose and mouth. The body is covered in an argyle-like pattern, with sections of the limbs ringed in squarish bumps the length of the section they’re attached to. The top of the head is replaced by a corona with a larger dip in the front above the eyes than in the back, which rises up slightly to make an unevenly elevated lip.
Fissile Reaction: Mr. Blue Sky is capable of turning hydrogen and oxygen spontaneously into water and vice versa, with the reaction being similar to localized fission/fusion creating a vacuum explosion which is stored in the corona on top of its head for later use. Mr. Blue Sky is constantly over-saturated with either water or oxygen. It must be touching a volume or air or water, or an object containing them, to convert the materials, and replaces the volume of one in exactly the same position instantaneously.
Mr. Blue Sky processes water or oxygen & hydrogen to function, the corona in its head serving as a vessel for the reaction to power the Stand itself. The Stand may also fire the resultant energy out of its head with extreme force.

For all my Mr. Blue Sky/ELO loving peeps– Jeff Lynne’s retouched version of “Mr. Blue Sky” from what is basically a whole album of him being a massive perfectionist and going back and retouching ELO songs.
(May seem silly, but as a perfectionist myself, I definitely understand.)
While I don’t think anything will ever beat out the original version I fell in love with more than a decade ago, but this is pretty awesome. I’ve listened to this song so much, it actually takes quite a bit for me to actually get goosebumps from it again. The last time that happened was because of a good fanfic, this time, well, I was very pleasantly surprised.
