[I definitely think VOY improved upon how Star Trek dealt with mental illness. Even though Lt. Barclay received help for his addiction and social anxiety, in many ways he remained the butt of the joke on TNG - even Wikipedia notes that in TNG, Barclay was “often being used as comic relief”. When Barclay shows up in VOY, he’s shown as a person rather than a punchline, and they didn’t have to make him “normal” to do that. B'Elanna developing depression is also portrayed without becoming a joke.]
