Oda’s done the same thing with kings/rulers in the story as he’s done to the pirates and the Marines in that there are good or morally upstanding ones and ones that definitely, well, aren’t.  I’m quite sure he put together this arc and Alabasta intentionally to highlight that difference, because here we have a king who doesn’t care about his people at all, and in Alabasta it’s the complete opposite.

This is where the first ‘class’ of Devil Fruits officially gets a name.  Up until now they’ve all just collectively been called ‘Devil Fruits’ but now we learn that it’s not quite as simple as that and that some of them act in different ways.
