Project Manager

CMA Consulting is looking for a Project Manager to support implementation of the Small Business First plan. The selected consultant will be required to perform hands-on services such as: individual project management, business analysis (qualitative and quantitative), identifying opportunities, risks, issues for project work, making recommendations for projects (e.g. for overcoming project challenges), working both independently and on project teams, serving as  point of contact for projects and related items, giving formal and informal presentations to all levels of staff in multiple areas (business units, IT, executives, etc.), preparing numerous types of documents at a high level of quality and professionalism on tight time frames, pro-active communication, etc.

Both FDNY and DOB provide plan review, permitting and inspections in relation to facilities, and they have overlapping or interdependent responsibilities in areas such as fire alarm, fire suppression, and places of assembly. While efforts have been made to streamline some of these dual agency processes, there are still overlapping requirements between FDNY and DOB that result in inefficiencies that waste time and money for businesses. The purpose of this project is to conduct a detailed operational review of FDNY and DOB processes related to small business regulation. This review will include, at a minimum, the processes for fire alarm, fire suppression, emergency action/fire prevention plan review, equipment use permits, fire suppression, and place of assembly. It will identify specific opportunities to make these processes more efficient and enhance coordination. The project manager should consider a variety of options, including eliminating duplicative steps, responsibilities and functions between agencies as well as reshaping processes.

  • Minimum 8 years of experience in hands-on oversight, project management, and business analysis for medium to large scaled projects comprised of sub-projects and distinct deliverables

  • Successful relevant experience coordinating, managing and executing projects and assignments
  • Successful relevant experience hands-on managing project portfolios containing multiple projects as well as individual projects, including identifying opportunities, risks, issues, etc., recommending priorities to management, and identifying solutions to execute the maximum amount of scope at the highest quality on aggressive deadlines
  • Successful relevant experience working successfully both as part of formal project team or independently with limited-to-no formal project team resources to execute project management and business analysis tasks (note: IT programming/coding tasks would not be the responsibility of the selected PM even in cases of working independently)
  • Successful relevant experience acting as the point of contact for items such as project status, meetings, and reporting requirements
  • Successful relevant experience managing, documenting and implementing scope changes/extensions, and financial, administrative, and technical issues and concerns raised by project team and management
  • Successful relevant experience preparing diverse documents to support activities such as the above and similar project management and business analysis activities
  • Successful relevant experience identifying, analyzing, devising and presenting solutions and recommendations to project challenges; managing issues and risks
  • Successful relevant experience preparing project documentation such as qualitative and quantitative business analysis, business and technical requirements, scope, project plans in various formats, PowerPoint and similar presentations, executive level presentations, public outreach, training, and similar
  • Successful relevant experience and demonstrated ability to achieve success involving projects with multiple types of stakeholders (business units, outside consultants, etc.)
  • Successful relevant experience and demonstrated exceptional communication (e.g. formal and informal presentations) and writing skills applied to a high pressure, frequently changing/evolving corporate/business environment
