Or something like that happened last Saturday at Itaewon. Korean police received a 112 call reporting foreigners shooting at civilians with an air gun. They dispatched two police officers to the scene. When they arrived found USFK private first class R(23), sergeant C(26) and his wife in a car. The police officers attempted to check them, but they refused and ran away in the car. While making a getaway, they ran into a few other cars, resulting in injuries to the passersby. A nearby taxi driver offered his services to the police officers and a mad car race took place in downtown Seoul. The USFK car raced down at the speed of 150 km/hr(over 93 mph). The taxi car chased them right behind. After 10 minutes, the crazy car chase seemed to end when the car driven by the USFK drove into a dead-end alley. However when police officer Lim attempted to arrest them, they speedily pulled the car into reverse gear. Lim fired a blank into the air as warning. They increased their speed, driving their car in Lim’s direction. Lim avoided their first attempt. They went back and forth between forward and reverse gear, aiming for Officer Lim. Lim eventually fired three live shots into the car and the USFK ran over Lim, injuring his left knee and ankle, and ran away. The Korean police ran the license plate number and found the car belonged to the USFK. They also found that the private who was driving the car was shot in the shoulder and was hospitalized in Hospital 121 within the US army base.
Around 9 a.m. of the next day, the sergeant couple voluntarily accompanied the police to Yongsan station and after an hour, gave their statements. The police are applying obstruction of justice, attempted killing of a police officer, and violation of traffic laws.
The USFK has expressed their apologies for the incident. Deputy Commanding General of the 8th Brigade, Chris Gentry visited Yongsan station and said they will “completely cooperate in the investigation” and that “the gun the relevant serviceman used is yet unidentified."
The thing that will be the center of attention is whether or not the related servicemen will cooperate in the investigation. According the revised SOFA agreement, when a Korean police officer arrests a USFK personnel at the scene, the Korean police can start a preliminary investigation before they turn the suspect over to the USFK. However, when they are unable to catch the suspect, such as this case, the Korean police have to wait for the suspect to make a voluntary appearance at the station. Now who the fuck would want to face the police of the country you are stationed at if you don’t absolutely have to, after you were given some kind of consequence from your governing body anyway? It’s like asking children, "Do you want to be grounded for two months? Or do you want to be grounded and have no allowance for two months?” So you can see why the USFK were so desperate to run away from the police, even at the risk of killing a Korean police officer. And why such incidents where USFK personnel commit crimes and walk away get such outrage from the Korean public. This is not your fucking playground.
