As the OP I have to clarify a point the tags have made a number of times:
The Black Panther movies were/are good. Extremely well done. But that creative team was not brought on fully into the bigger MCU as completely as the CATWS crew was, which did hamper their prominence but also gave them freedom to actually make good movies.
There’s a deep discussion to be had (led by Black fans and scholars who know more than me and who I listened to at the time) about how and why the Black Panther team did so much better than anyone else in the MCU, but it also needs to be acknowledged that they were also held to a higher standard, if they had put out the dreck that was Civil War/Infinity War/Guardians etc., they had more to lose.
A film with a Black director and a Black cast was never going to be mediocre. They cast fucking Chadwick Boseman and Michael B. Jordan and Angela Basset and Lupita N’yongo and Forest Whitaker, for fuck’s sake.
The Black Panther team had to bring their best. Twice as hard, half as far, etc.
Downey was well known but with a shitty reputation. Chris Evans was a romcom star with one failed superhero movie under his belt already. Chris Hemsworth is fun, but he’s not particularly amazing. Chris Pratt is a nostalgia hire piece of shit people remembered fondly from Parks & Rec and he’s been coasting on it since.
The Black Panther crew has multiple Oscars, Golden Globes, and NAACP awards.
The Black Panther movies are extremely good. They exceed every metric. They also can’t be measured against the other Marvel movies like CATWS can. Black excellence was the bare minimum. It isn’t fair, but it’s true. They are their own thing as a result.
CATWS could have been trash, was allowed to be trash; Civil War and Infinity War proved that it was just a fluke that it somehow wasn’t.
