As some who used to for the library service for a period 10 years (and by the sounds of it a fellow Brit) everything the twitter thread in the OP post is true and matches my own experience.
I was regularly taken to the library as a child and I've loved worked at the library service and transfer to a new job simply because I was offered better hours.
Truely public library a a invaluable resource - use them or you will lose them.
