The Spanish deck is mostly printed by company Heraclio Fournier, that started printing them in Gasteiz. That’s why the Spanish name of the city, Vitoria, is featured on the ace of coins:

Although the company is now located in Legutio - a village in Araba - the design with the name of Vitoria hasn’t changed, and the Basque city has a wonderful museum devoted to different decks of the world and how the Spanish one was created that’s worth a visit ^_^.
