What do you when a character is embargoed? Work around it by creating an offshoot of the character.

Super Friends wasn't allowed to use Black Lightning so they created Black Vulcan in his place. 

DC wouldn't allow the DCAU to use a variety of characters: Kara Zor-El’s Supergirl was off limits as DC wanted Superman to be the only Kryptonian survivor so we got Kara In-Ze who was from Krypton’s sister planet, Argo. 

Black Manta was off limits as WB was working on an Aquaman live action series so simple modification and we got Devilray instead. 

Can’t use the JSA? How about the Justice Guild of America?

For some reason Katana couldnt be used (perhaps since they wanted to make her into a villain) so Tsukri was created in her place.

Characters like Devilray and Black Siren have been re-adapted for comics/live action w/Black Siren becoming the evil version of Black Canary on E2 (Arrow) or E3 (comics/Crime Syndicate) while Devilray has been featured in Black Mantas limited series.
