My head canon is that while Bucky knows Sam can absolutely handle things on his own, he can’t help but need to be there whenever he hears Sam is about to go into danger.
He insisted on following Sam when he heard Sam say of the Flag Smashers, “He’s strong. Too strong.”
He wanted to be the one that clears the way during the gun fight in Madripoor.
He blocked Walker from interrupting Sam until he heard Sam might be in danger. He wouldn’t let Sam go alone after Karli threatened Sam’s family.
He knows Sam is an empathetic mediator. He knows that he himself is “crazy”, and isn’t good at the sort of stuff Sam does.
He knows he’s not invincible. You could see his fear when he got trapped under a fallen plank on the Helicarrier, or when he was fighting against Black Panther. It’s not that he doesn’t fear death.
But he knows he’s just a little more experienced, a little more ruthless, and a little more durable. He’s willing to put himself forward as the weapon that protects Sam’s compassion.
And that’s just as sweet as Sam watching out for him whenever Zemo gets under his skin.
