First, Portland’s Independent Police Review, which is the city’s official site for reviewing commendations and complaints for PPB officers. They are known for being inept (testimony from former employee), but flooding the office with forms calling for justice for Gulley’s family is verifiable evidence of public interest in an investigation. It’s worth mentioning that the IPR doesn’t report directly to the PPB but instead to the City Auditor, Mary Hull Caballero, who we can pressure to prioritize reports on Tete Gulley. Their contact information is below. (their website)
