I think to keep the tone consistent, you need a bucket of bricks and pieces on the table for this game. A lot of it is theater of the mind, but you can of course use minifigures for positioning and have a set to move them around in.

But! Every session needs at least one Build Challenge. The GM describes a scene - maybe a huge boulder has fallen and blocked the bridge, so your lego car can't get past. They then give you a pre-made bag of pieces, with a bunch of loose items you find nearby or an existing prop from the scene (in this case, the car). You have 10 minutes to build a solution using these bricks, and your character assembles it quickly in the fiction. You might make a vine, some trees and that car into a ski lift that can carry you across the river!

I think this might work best as a two-person game, because it can be hard to collaborate on a single set. But the right group could probably make it work!
