Theory: In Splatoon the older an ink/Octoling gets they have a more permanent hair (tentacle) color.

For example, Callie and Marie both have legitimate tentacle colors but only the ends change color, same goes for Marina and Pearl, and as we know the idols are older than the playable characters.

Another piece of evidence is that in an interview it was said that agent 8 is younger than the other enemy octolings, but agent 8’s tentacle color changes (in the Final Fest art) while all the enemy Octolings have the same hair color despite the color of their ink.

Despite this, the agent are shown to have “canon” tentacle colors, Agent 3 is green, Agent 2 & Agent 3 neo are yellow, and Agent 8 is red/pink, so maybe Ink/Octolings have permanent tentacle color but maybe younger people seem to change theirs more (possibly due to how turf war is more popular with young squids/Octos?)
