Many people already said it and I'll repeat it. It's complex and probably a bit of both. I do think he craved connection with his brother but on his terms and completely didn't know how to express it in ways that are healthy and actually build a good relationship. I do think it's more genuine than not tho, a cry out in despair. Why are you doing this to me, I love you. I always loved you. Why don't you love me back. I had a vision for the two of us, why do you reject it. (with no self awareness that the vision in question is... Well. Questionable.)

Seconding the thought that it's genuine. Lore both loves his brother AND is manipulative towards him (in part because of the perceived favoritism he feels Soong showed). I feel like Lore has all these emotions swirling around, and is never quite sure what to do with them. That he often feels them all at once. (I sort of compare it to Lal's catastrophic failure. Except Lore's build is more stable, Lal having been a first attempt to recreate Soong's work without having a guide or prior failures to go on. So instead of shutting down he just... well... he's Lore.)

Love, I think, actually IS among those emotions but he's never properly sorted out how to show it or what to do with it. He is the hero in his own mind, he is taking the right course of action in his own mind. And, well, even in real life it is sometimes the case that abusers love those they are abusing. Such is the case, I think, with Lore's treatment of Data.

"I love you. You are my brother. I know what's best for you why won't you just listen? If you don't listen I will make you." The love and the anger and the jealousy and the feelings of betrayal are layered and wrapped in one another and (as prev's tags pointed out), Lore has an adult's intellect but still has the emotional maturity of a child. Data, on the whole, has been in an activated status for MUCH longer than Lore which is hard to remember when he's referred to as the older brother since he was created first.

Is it possible that, given time, Lore could have been rehabilitated? I would like to think so, that he could mature under the right kind of influence. But in the meantime he proved himself over and over to be a fairly high-level threat.

So yeah, I think most of it was genuine in that line. Because I don't think at that point Lore had any reason to believe he could change his brother's mind. He was already being shut down. The decision was made. And Lore wanted Data to know that in spite of it all, he did actually feel something real for his sibling.

yesterday I was at gamestop and a man in full Data cosplay walked up to the front counter and I did a double take so hard I nearly broke my neck. So, he walks up and the cashier just casually smiles and goes “How’s it going, Data? What can I do for you?”  and Data goes, “I am doing quite well.
