These outfits are both from 1780. Tozer is sporting the Officers Uniform for the Maryland Regiment. Armitage is wearing the uniform for a Private in the "Corps of the Invalid." These soldiers couldn't directly fight, but provided vital support for the rest of the troops in the camps.
