About Flynn Scifo (He's Not A White Knight Trope Played Straight)
I don't think people realize that scene where Flynn chastises Yuri about killing Ragou and Cumore isn't about "Flynn's a bootlicking sl*t and believes killing evil ppl is bad, actually", but more that "he's pissed Yuri killed because no one can be their own judge, jury, and executioner."
He's not grieving over the death of cartoony villains. He doesn't want to slap handcuffs on Yuri and throw him into jail for killing people who he personally didn't like either,
(remember that scene in Capua Nor? Where Flynn basically agrees to Yuri breaking into Ragou's manor so that the knights can have an excuse to investigate? That small detail is so often overlooked, but it's so key to Flynn's character that he's not a bootlicking bitch)
in fact, when you beat Barbos, it's YURI who has to talk down Flynn regarding Ragou's punishment!

Flynn's not reaching for pitchforks or any of that shit, but I find it eyebrow-raising when people say he's above killing or imply that he's the justice system's bitch. If you really wanna get down to it, you see (esp in Act 3 and end of Act 2) how selfish Flynn is, and why there are some parallels between Flynn-Alexei.
Flynn constantly tells Yuri in Act 2 (end)/3 that "if [he] just lets [Flynn] tell Ioder" about everything Yuri has done, then his crimes will be pardoned.
Yuri has done more for the good of Terca Lumireis than he would ever give himself credit for. He killed Ragou and Cumore, but he also saved innocents in doing so. He also rescued Estelle. He also took down Alexei. He's done all these good deeds and that's why Flynn is so averse to taking credit/getting promotions. Because it's all through Yuri's good deeds - not Flynn.
While this is averted a bit in PS3/DE, cause Flynn is there for the major bosses, it's pretty much the same thing. In fact, Flynn's frustrated that he's being handed promotions when he didn't get them on his own.
Ioder, who trusts Flynn and through him knows Yuri's true character, would 100% pardon Yuri's crimes.
It's Yuri who doesn't want the credit. It's Yuri who points out that Flynn pardoning him would be no better than the nobles who shove gald up the empire's ass to keep quiet about their shitty deeds. Flynn would essentially be abusing his position of power as (acting) commandant, turning into the one thing he and Yuri wanted to abolish through joining the knights.
If Flynn wanted to turn in Yuri, he could have done so in Mantaic. Instead, he lets him off with a lecture and a warning that if he does it again, he will be giving Flynn "no choice."
Now let's say that Yuri wasn't Flynn's friend. Let's say he was just Some Guy who killed Ragou and Cumore. There's no way Flynn would have left him off the hook so many times. He wouldn't be trying to find ways for Murderer A to get off the hook (i.e: in Yuri's case: Just tell Ioder the truth).
He may be "on the side of justice" and work for the empire, but you gotta be kidding me if you say Flynn's just... "Pure White Knight Boy". He's not. He's got some darker shades to him just as Yuri has heroic traits.
That's what makes them "two sides of the same coin", not because "Flynn = Law/Justice; Yuri = Freedom/the People Decide First".
So yes, Flynn follows the law. He believes that everyone should be go through a trial before judgement is enacted. But he's also the same guy who essentially let a murderer (Yuri) off the hook. He's also the same guy who told this murderer (Yuri) that there was a guaranteed way for his crimes to be pardoned.
Flynn is a selfless character cause he protects the weak like a typical knight, but he is also very selfish because he's willing to find ways to twist the laws so that Yuri can walk away with a clean slate. This selfishness is what prevents him from being the White Knight Trope being played straight. Cause he's not. "No one is above the law, unless I say so."
The only time he mentions arresting Yuri again is in Baction and the Heracles. He tells Karol that he will be the one to arrest Yuri, and he tells Patty "If Yuri continues down the road he's on, he'll leave me no choice." Likewise, Yuri says the same about Flynn.
