The reasoning for Raiden's androgynous (not "feminine) looks is, supposedly, so he could easily work as an audience surrogate in more ways than just his role in a story. The idea being that if Jack isn't particularly feminine, nor masculine, it will be easier for people of all genders to relate to him. Supposedly, it's the reason, at least 😅.
