Oh, love. It's one of the sweetest / most painful headcanons in this fandom. In September 2012 Harry had a love banner tattooed on his chest.
If Harry already had his chest piece in mind in early September, it’s possible he may have been thinking of the birds by this point. Which make it seem that he might have gotten the “Love” banner with the intention over covering it up (he's hiding his love, in case you missed that). Liam Sparkes, the tattoo artist who did Harry's swallows, designed this T shirt that includes birds placed similarly to Harry’s with banners and the words “true” and “love” beneath (note, too, the anatomical heart and tiger that Harry would go on to get versions of later):

As you can see, one of the birds is slightly smaller that the other. The smaller one has a curved eyebrow and the larger one has a straight eyebrow. Which, as you can see, corresponds to a certain pair of boybander's eyebrows.
The thing about swallows, is that they mate for life. Traditionally, this style of tattoo was done on sailors to bring them luck in returning home. In Harry's tattoo, they're also flying towards each other. Flying towards home.
Somewhere along the line someone just freaked out over this painful head canon and said "birds don't even have eyebrows!" meaning that they couldn't believe Harry had gone out of his way to ask the tattoo artist to include that in the design because he's that fucking extra about declaring his love for Louis Tomlinson. It became a larrie catch phrase. Cry with me.
