“Are you telling me sharks don’t have boobs?” is Nimona’s response ... and the answer to the question. Because she didn’t actually shapeshift into a shark or a fish or what have you; she shapeshifted into what she believes a shark/fish looks like (plus legs), including the boobs she thought they had.
A shapeshifter is never the animal in question, but always a shapeshifter with a different appearance. Just like werewolves are never humans nor wolves, but always werewolves. It’s like a living version of René Magritte’s “The Treachery of Images”, really.

It’s a fantastic power to have, and a lot easier to do in real life than most would expect. For example, I just loudly intone the ancient incantation “Mrow! Mrow! Peter, Harrison! Mrow!” and it summons my cats (Peter and Harrison). Or I chant the mystical invocation “I WANT TO SEE MY LITTLE BOYS! HERE THEY COME! I WANT TO SEE MY LITTLE BOYS!” and it summons my dogs (Roderick and Lloyd).
I’m pretty sure summoning other creatures is just as easy, once one learns the appropriately arcane wisdom.
