The reason why Billy is an elementary school teacher and not a high school teacher is because whenever Billy interacts with a teenager, he gets cranky.
Steve is better at handling teen kids combativeness whereas Billy gets triggered by teen combativeness.
Billy is better at handling the little kids because they are emotionally open, likely to tell the truth (harsh or not) and love everything around them freely.
Steve has a hard time handling the little kids because they are prone to accidents which Steve gets stressed over, they subject hop too often for Steve to keep up with and it can get too chaotic for him. Billy thrives in that chaos.
