Juhl said Nellis is the best place to do the operational tests because it offers the best range of air-to-air and surface-air training and provides the highest fidelity data in the backend to be able to know if the systems worked.
"Many times, we went out as pilots and thought the plane works well as it should, but behind the scenes, we investigated some of the instrumentation and it was not exactly what we remembered," he said. "Once in a while, we need the instrumentation staff to help us with what is really happening.
