Just think about it wouldn't that fuck with their bRainS. Like they would be in school and they'd either have to go a year ahead or a year behind and they'd be introducing themselves to the class and they would say "hey! My name is Alex and I'm 6 and I was born in 2021" and then everyone would stare at them suspiciously because LISTEN LISTEN SHUT UP everyone in the world who has a child told the fetus fucks that there were 0 childs born in 2021 because it was illegal and anyone who gave birth in 2021 would be killed brutally.
