And Frank's slight shrug in response confirms it, he knows exactly what Bill is talking about.
Then that final statement, "You were my purpose." which is confirmed in the letter Bill wrote to Joel.

It sums up Bill's evolution so well. He made Frank the center of his existence. His paranoia helped him protect a real person. Everything he had learned as a survivalist he put into protecting the one he loved.

not to start planning an essay or something, and i really hope this makes sense, but tlou episode three really did need to be about a gay couple. everything about bill and frank disrupts the narrative. it's the first episode that doesn't begin with a flashback, the first episode to show us the intervening twenty years, the only episode to not focus on the main plot line.
bill and frank themselves are a disruption. whenever you're part of a marginalized group of some kind, there's often a push by some within that group to be more palatable to the mainstream, to conform as best as possible, in order to be accepted. the reverse of this is to not strive to be accepted by the group which has harmed you, but to instead celebrate that which makes you unique. that's why queerness is disruptive and transgressive; the word 'queer' itself even highlighting that you are outside of the socially acceptable norm. so what's queer, what's transgressive about living in house for sixteen years? well, in the mushroom apocalypse, basically everything. these are two guys who said no thanks to the acceptable way of living. they said we will not be miserable, we will not be hardened shadows of our past selves. the very fact that frank has almost no survival skills is disruptive to the overall narrative. in a social framework where practicality is expected above all else, where function and tangible value are what matter most, it's transgressive to place so much emphasis on pleasure. even ellie has a practical function within the story (and it's significant that joel only begins to really bond with her and view her as emotionally important to him after they find bill's letter). bill and frank not only refuse to conform to the acceptable ways of living within the narrative, the very way their story is told doesn't conform to the series' structure.
it's very queer, really, to say yes, the world has ended, but i'm going to paint the walls, i'm going to water the flowers, i'm going to build a loving home, i'm going to grow strawberries for joy and not necessity, i'm going to spend my time playing piano, cooking fine meals, painting pictures of all that i love, i am going to grow old and happy. i am living in a zombie apocalypse, but i will have barely anything to do with it at all.
