Both places are only 400km apart yet temperature difference is 40C due to Himalayas

Oversimplification. While the places are not named, the one in Tibet is probably at 3000 m or higher, while the place on the Gangetic Plain in India is undoubtedly less than 250 m. For reference, Lhasa in Tibet is 3650 m, while New Delhi in India is only 216 m. The dry adiabatic rate is 1 degree C/100 m elevation, thus one would expect a temperature difference of about 20 degrees C based on elevation alone. Latitude, air movement, aridity and other conditions also play a role, and in consequence the Tibetan Plateau is one of the coldest and driest places on earth. Given patterns of air movement, insolation, and elevation, the difference between the two places is not remarkable.
