Dragons love to hoard but contrary to popular belief they don't actually raze villages, that's anti-dragon propaganda. They actually raze/loot the estates of rich assholes/tyrants/etc. If you are brave or desperate enough to approach a dragon in their lair and ask for a very small portion of their hoard, they will give it to you if they judge you worthy.
