The photo appears to have been taken by Armando Gallardo, a photojournalist. The picture was taken on the one-year anniversary of Occupy Wall Street, hence the heavy police presence. The advertisement itself is for a fake security company in the TV series Hunted, akin to having a billboard advertising signing up to be a Stormtrooper in advance of a Star Wars movie, or something like that.
