Oh I'm sorry did I say this makes more sense? Haha no. Turns out this guy is an assassin Pegasus hired to potentially kill Yugi. So this whole elaborate tournament is a setup to be able to defeat Yugi in a card game, but Pegasus also thought that he could just kill him I guess, and the shareholders would be satisfied with that outcome instead. So these are two literally insane plans that are also incompatible, that he decided to just put in motion at the same time. Pegasus, I have so many questions
