doofenshmirtz wasnt even really that bad of a guy, he was just traumatized and put through abuse and humiliation alot as a child and was neglected by his family all together when his younger brother was born. He was also bullied in highschool and college so heavily it caused him to fear being social and dating. Yet through this he persued art, poetry, started a small bratwurst business, competed in science fairs at his college, and even managed to get a degree in the sciences.

Compare him to other “super villains”, none of his plans are murderous or psychotic, with most just being glorified pranks or oddly eccentric bullshit. Doofenshmirtz is even shown to hate the idea of world domination in general, believing it to be crazy.

Oh and when an actaully evil doppelganger threatened to kill Phineas and Ferb, Doofenshmirtz saved them by giving up one of the few beloved things he had of his overall horrible childhood. He also almost fell to his death when he tried to save a kitten from falling off a building.

Another fun fact is Doof is 67, the man has been through the damn ringer and lived to tell the tale. He even swore off villainy canonically and now is a teacher at the local Danville Schools.
