Zazu states that Simba and Nala's betrothal is part of a tradition going back "generations," further establishing that this kingdom is not new, which it would have had to be if Mufasa founded it. Scar's entire claim to the throne rests on him being the younger brother of the king, a claim which would only hold legitimacy if there had been a previous king to father him.
