bit.lyThis paper questions the link that policymakers assume exists between qualifications and access to employment in the C&C sector. It first identifies how labour market conditions in the C&C sector do not reflect the prevailing conventional wisdom that qualifications are the “magic bullet‟ for securing employment. Secondly, it demonstrates how the dynamics of policy formation in the UK impose a straitjacket on the education and training (E&T) system thereby denying E&T agencies the autonomy to intervene to assist people post–qualification to gain access to the sector. Thirdly, it identifies the way that non–government agencies – “intermediary organisations‟ – address this problem by providing new spaces and pedagogies to assist aspiring entrants to develop the requisite form of “vocational practice‟ and “social capital‟ to enter the sector. The paper concludes that, if the government wants the C&C sector to realize the aforementioned economic and social goals, it will have to foster more “heterarchical‟ governance cultures to support demand–and–supply side E&T partners to work together to develop innovative strategies to enhance entry routes into the C&C sector.

'Vroeger had ik niks met de logistiek'
VEGHEL – De logistieke sector kampt met een dreigend tekort aan personeel. Dat geldt zeker ook voor de regio Uden/Veghel. Het Platform Logistiek Noordoost Brabant is in het leven geroepen om aandacht te schenken aan het werken in de logistiek. Lisette Fransen uit Erp heeft in dit proces een speciale rol.
De afgelopen maanden is hard gewerkt aan een programma voor het komende jaar. Het doel: de regio laten zien dat logistiek stiekem best wel leuk is. Daarin zijn drie punten erg belangrijk: imago, samenwerking en sociale innovatie. “Vroeger had ik niks met de logistieke sector”, vertelt Fransen. “Ik verafschuwde het zelfs een beetje.” Die mening was na een stage bij CPvision honderdtachtig graden gedraaid. “Het is ontzettend leuk! Door de ervaring en het werken binnen de logistieke sector ben ik daarachter gekomen. Maar ik heb het wel eerst zelf moeten ervaren.”
Social media
Fransen heeft verschillende ideeën over wat er allemaal beter kan. De samenwerking tussen verschillende bedrijven bijvoorbeeld. Personeel uitwisselen is niet langer ondenkbaar. Bovendien wordt de rol van social media steeds belangrijker. “We informeren bedrijven over de opkomst én de invloed van social media. Het is belangrijk dat de bedrijven inzien wat ze er mee kunnen bereiken en natuurlijk wie ze kunnen bereiken.”
Innovatief is ze zelf ook. Ze hoopt op ten duur een bredere doelgroep te bereiken. “In Venlo en Tilburg heb je dezelfde initiatieven. De communicatie tussen al die platforms is onvoldoende.” Volgens de Erpse is een algeheel platform in Zuid-Nederland niet ondenkbaar. “Fouten worden zo niet vaker gemaakt en de samenwerking verloopt veel sneller. Bovendien krijg je een enorm netwerk.”
