Releasing Nuclear Water From Fukushima Is Not "Dumping" And Therefore Not Illegal

The Fukushima disaster is without precedent and will have unprecedented impacts on future policies governing the ocean, both Japanese and international.

To illustrate, he used an incident that has brought sharp criticism from Japan’s neighbors: the intentional release of radioactive water into the sea.

In particular, he noted, the London Convention on marine pollution, although it expressly prohibits ocean dumping of radioactive material, limits these restrictions to vessels at sea. Release of materials from land is not considered dumping.
“When I tell this to people outside the field of international law, the reaction I get is, ‘This is absurd,’ ” Nishimoto acknowledged. […]

The study showing abnormal levels of caffeine in the waters off the Oregon coast also suggested that the contaminants were predominantly coming from small-scale waste treatment systems such as household septic tanks, as opposed to large-scale wastewater treatment plants, which are regulated with much greater scrutiny. Such massive facilities are well-equipped to process the waste originating from cities in Oregon, which are comparatively smaller than major metropolitan hubs that have much more waste to contend with. For example, in Massachusetts, high levels of caffeine have been detected in Boston Harbor, likely the result of significantly greater quantities of wastewater that require treatment than those present in Oregon.

it really breaks my heart when i think about people polluting the ocean. it brings me to tears even when i see a cartoon referring to anything harmful to marine life just thrown in there. i can’t even bear to think about it for too long. i love all types of animals, but those in the ocean just touch my heart so much and seeing pictures of them with oil all over them or plastic caught around there neck.. i just want to go over there and help them so badly. seeing a picture of a sea otter cub playing with a soda can.. i’m crying. people are so careless and ignorant.. our society is so inhumane. this isn’t your ocean to just pour your trash into, what the hell is the matter with you? besides the fact that you’re ruining such a beautiful thing of nature, amazing creatures live in that water that you’re throwing your shit in, in case you hadn’t noticed.
