Will state be on the hook for Medicaid bills?
The battle over who pays for the state’s Medicaid bills continued last week, when a handful of legislators proposed a new plan that would limit the weight of the program at the county level. The move comes on the heels of Gov. Andrew Cuomo’s push to reduce Medicaid costs, which accounted for $53 billion last year alone. Under the current system, counties and states pay about half the total cost of Medicaid, while the federal government picks up the rest.
The Albany Times Union reports that the supporters of the legislation hope to slowly phase out county contributions, which they want to reduce to zero by the year 2019. To read the full article, go here.

If every incumbent wins back their Senate seat in November (which I don’t think will happen), we will still be looking at a pretty higher turnover in the upper chamber which could significantly change just what goes on and who controls the key committees.
Following the primaries in August, we now know that at least 13 members of the Senate will not be back. This is exactly 25 percent of the 52-member chamber. Here is a rundown of the changes.
