The joys of being poor in America (Part 1!)
Okay, so the trip started poorly. I needed to go to both Target and Dollar Tree, which are in the same plaza, four or five stores apart. I parked at Target, figuring I’d need the close spot by the time I’d used up all my spoons shopping. My wheelchair does not fit in the Dollar Tree, so I had to use my forearm crutches.
After an exhausting trip through the store, I get to the check out and swipe my EBT card.
Clerk: Debit or credit?
Me: EBT.
Clerk: What?
Me: EBT.
Clerk: What?
Me: E. B. T. Food stamps.
Clerk (loudly): We don’t take food stamps, because we don’t sell food.
First, SHUT THE FUCK UP. Have some goddamn respect and don’t shout to everyone in the store that I’m on goddamn food stamps. Our society makes that an assault to our dignity, and I don’t fucking need that shit.
Second, this is literally the first Dollar Tree I’ve ever been to (and I’ve been to dozens, it’s my favorite fucking store, or it WAS) that didn’t accept food stamps, so the “wtf is wrong with you” attitude I got from the clerk was total bullshit.
Third, 75% of my purchases were food. Drinks and snacks for my daughter to pack in her lunches until the free lunch application clears. Candies to tape to Valentines for her classmates she’s going to make. Soda, and a candy bar for myself. That shit is food you goddamn jackass, so don’t make it out like I’m fucking ridiculous here.
I was so humiliated after her shouting that so loudly (and getting all the murmurs and stares and criticisms of everyone else in line) that I just said to void everything, and hobbled out as fast as I could (which wasn’t very fast). I got to a bench before I collapsed from the pain, and so I just sat there and cried into my lap until I had the spoons to walk back to Target.
I’m so goddamn tired of poverty and disability and social assistance being so stigmatized in this country that it literally sends a poor cripple to collapse in front of her daughter and sob into her hands. This is not the country we’re promised.
A quick thought on shaming people who get food stamps:
My family has been on and off food stamps for the greater part of my life. I always had free lunch throughout school. I used to bring groceries home from church (against my mom’s wishes) because we just couldn’t afford food sometimes.
When people say things like “Oh, they’re on food stamps because they’re lazy” or “People who get food stamps shouldn’t be allowed to buy name-brand foods”
You do realize that you’re not just saying it to adults, right? Food stamps feed children too. Do you know how toxic it is to tell a child that they don’t deserve to eat because their parents receive assistance? Do you know how humiliating it can be to know that there are people who would rather you starve because they think your family inferior? I can’t count the times I went with my dad to the store and upon pulling out his EBT card, a look of shame came over him. Every time, I’d hold his hand or put my arm around him, because I wanted him to know that I was there to support him - even if he couldn’t support us completely on his own.
Maybe there should be a type of reform, but I think it should start with the idea that poor people don’t deserve help. We need to change the attitude that all poor people are lazy, stupid, gross, and inferior. Poor people should have access to good food and programs that help families to thrive.
衝撃の生活保護ビデオ：チャプター「It's Free Swipe Yo EBT」
今年の夏、アメリカで密かにユーチューブ・ヒットとなった“It’s Free Swipe Yo EBT”という曲がある。歌っているのはLAの女性R&Bシンガーのチャプターだが、それまでほぼ無名だったというのに、アップから2日でいきなり3万ヒットを超えたと言うから驚く。
初めてこのビデオを観た時のショックは、なかなかのものだった。

タイトルの“It’s Free Swipe Yo EBT”とは「EBTカードを使えばタダで買い物できる」の意。曲中、「貴方がやるべきことはファックだけ。そしたら9ヶ月後に大金が手に入るわよ」のフレーズが呪文のように繰り返される。
EBT(Electronic Benefit Transfer)とは生活保護費が振り込まれるデビットカードのことで、「要するに『福祉で暮らす未婚の母』讃歌じゃないの!」と、この曲は多くの見識ある黒人女性の怒りを買った。

ビデオにはチャプターを筆頭に、数人のフーチーママ(*)が子どもたちを連れてゾロゾロと買い物に出掛けるシーンがある。EBTでジャンクフード三昧だ。果ては「マクドナルドでも使えるのよ」とのたまう。そもそも冒頭シーンは「チャプターのベイビーシャワー」から始まる。ベイビーシャワーとは、出産間近の女性が開くパーティ。チャプターはベイビーシャワー会場で、結婚する気など全くなさそうな浮かれたブラザーたちと、とんでもなくヒワイなダンスを繰り広げる。どの男が赤ん坊の父親なのか定かではない。そんなことはどーでもいいのだ、すでに子持ちでEBTを受け取っている女性がさらに子どもを生むと、その分、受給額が増えるのだから。
「黒人女性はバンバン子どもを産んでは福祉にタカっている」ー これはアメリカでは定石の低所得者非難だが、チャプターはそれに真っ向からチャレンジしているように見える。「とにかく、これが現実なのよ」と。歌詞にはWIC、Section 8など他の低所得者支援策の名も引用され、「これが納税者の収めた税金の行き先です」のアナウンスが挟まれている。

先月、ニューヨークで12人の子どもを持つシングルマザーが、ギャングの銃撃戦に巻き込まれて亡くなる事件があった。この件をブログに書くと、読者さんから「一体どうやって12人もの子どもを育てていたのか」という質問があった。その答えが「It’s Free Swipe Yo EBT」だったのだ。

ただし、こういった女性たちを一方的には責められない社会背景が、黒人／ラティーノ社会にはある。（独り身で12人も生むのは、さすがに問題だが）
男性が「結婚したがらない」し、「稼げない」のだ。稼げない理由は、「高校中退で就職不可能」「単に働く気なし」「ヤク中／アル中」「刑務所の中」「行方不明」「死亡」と様々。そんな最小限の養育費すら払えない男は相手にせず、まともな男を見つけろと言っても、ゲットーにはそんな男ばかりで、まともな男の絶対数が足りない。そもそも女性自身も低学歴で就職が難しく、そこに子どもが出来てしまっては、もうお手上げ。あとは福祉街道まっしぐらとなる。そして、そんなライフスタイルを称賛はせずとも「仕方ない」と受け入れる土壌が、ゲットーにはある。
この目眩がするほど直球で豪速球と言うか、ミもフタもないビデオへの反応が知りたく、夫に観せてみた。ハーレム暮しゆえにフーチーママも、EBTマザーも見慣れている夫だが、このビデオはあっけに取られて呆然と見つめ続け、正に「開いた口が塞がらない」状態。見終わった時には「トラウマになっちゃったよ……」とつぶやいた。
これこそチャプターの狙いなのだと思う。黒人自身は見慣れてしまった、しかし実は異常な事態を、黒人社会に改めて突き付けてみたかったのだ。
